NTT ME, Inc. (NTT ME) is a comprehensive engineering company that provides safe, secure, and reliable services to customers and local communities. Driven by the NTT EAST Group's purpose of "co-creating a regional circular society," the company operates under the mission of "Creating the Connections of Tomorrow." In recent years, many local municipalities have faced energy balance deficits. In response, NTT ME has leveraged its expertise in building and operating telecommunications infrastructure to spearhead the co-creation of a regional circular society through the promotion of renewable energy.
SIGMAXYZ joined this initiative in October 2022 at the concept formulation phase. Recognizing NTT ME's aspiration to drive decarbonization through engineering and enhance the sustainability and resilience of local communities, SIGMAXYZ proposed a business model designed for long-term social sustainability. Through continuous dialogue, SIGMAXYZ shaped a co-creative power business model that enables local energy production for local consumption and fosters regional economic circulation. SIGMAXYZ provided end-to-end support, from building relationships with Unnan City in Shimane Prefecture and Yonezawa City in Yamagata Prefecture—which served as proof-of-concept regions—to the implementation and execution of commercialization.
■ Launching a Co-Creative Regional Power Business in Unnan City
Unnan City aims to become an advanced model for civic-led problem-solving, where residents take the initiative in addressing local challenges. In June 2024, five parties, including NTT ME and SIGMAXYZ, concluded the "Partnership Agreement on the Promotion of Decarbonization and Renewable Energy in Unnan City through Co-Creation."
Under this agreement, NTT ME worked toward achieving local energy production for local consumption alongside regional economic circulation. The company designed the ideal business concept and operational scheme while driving a co-creation process with citizens and local businesses. Furthermore, NTT ME embedded a dedicated senior manager on the ground, significantly contributing to the establishment of a new regional power company. By reinvesting a portion of the retail electricity revenue back into the community, this new power company supports civic and business initiatives aimed at creating new value, thereby leading Unnan City's community development through co-creation.
SIGMAXYZ supported this initiative by leveraging its capabilities in business development, project management, and ecosystem design and operations. In addition, SIGMAXYZ's consultants with extensive experience in the power industry were stationed in Unnan City alongside NTT ME, working hand-in-hand with the local community.
■ Joint Proposal with Yonezawa City and Iide Town: Implementing a Local Energy Production-and-Consumption Model Integrated with Industry
Capitalizing on the co-creation track record and insights gained in Unnan City, combined with the advanced engineering capabilities cultivated locally over the years, NTT ME submitted a joint proposal with Yonezawa City and Iide Town in Yamagata Prefecture. In May 2025, this proposal was selected for the Ministry of the Environment's "Decarbonization Leading Areas (6th Round)."
As a joint proposer in this project, NTT ME leads the development and operation of energy infrastructure. By providing an "on-site solar PPA service" tailored to the unique challenges of heavy snowfall regions, the company is accelerating the local production and consumption of renewable energy across households and businesses. Throughout the planning and promotion of this proposal, SIGMAXYZ provided end-to-end support to NTT ME, encompassing concept formulation, alliance structuring, and the refinement of the proposal details.
Moving forward, NTT ME plans to deepen its collaboration with Yonezawa City and Iide Town and to roll out to other regions its co-creative model for the local production and consumption of renewable energy—a model designed to help realize the decarbonized society now expanding across the region.
