Support for International Standard (ISO 20022) Compliance and Large-Scale System Overhaul for Cross-Border Payments

The financial services industry faced a critical mandate to transition cross-border payment messaging to the ISO 20022 international standard by November 2025, driven by regulatory changes within the Swift (Society for Worldwide Interbank Financial Telecommunication) network. Since failure to meet this deadline would have halted international remittance operations, compliance was a mission-critical priority for business continuity. However, the need to modify multiple interconnected systems led to a significant surge in development complexity and workload, posing a major organizational challenge.

Sumitomo Mitsui Trust Bank, Limited (hereinafter "SuMiTB") viewed this challenge not merely as a regulatory obligation, but as a strategic opportunity for transformation. SuMiTB moved forward with a large-scale system overhaul aimed at achieving long-term operational efficiency and holistic optimization. The project began with a "Grand Design" phase to redesign the overall architecture of compliance-related systems. This initiative consolidated messaging functions—previously fragmented across various platforms—into a centralized relay system, while simultaneously redefining and reallocating the roles and functions of each component. By introducing a unified format between the relay system and peripheral platforms, SuMiTB enabled data standardization and centralized management. This new foundation is expected to streamline responses to future regulatory updates, reduce maintenance costs, and enhance development efficiency through standardized processes.

Leveraging its deep industry expertise and project execution capabilities, SIGMAXYZ provided end-to-end support, from the conceptual phase through to the completion of migration. Serving as the Program Management Office (PMO) for both the overall program and individual workstreams, SIGMAXYZ defined cross-system development policies and supervised more than 10 sub-projects to ensure strict adherence to these guidelines. In a complex multi-vendor environment, SIGMAXYZ facilitated stakeholder consensus and led change management efforts to ensure the seamless adoption of new business rules by SuMiTB.

During the testing phase, characterized by overlapping schedules across multiple systems, SIGMAXYZ spearheaded cross-project planning and execution. By coordinating between end-users and various vendors to resolve emerging issues, the team ensured uniform, high-quality testing standards. For the migration phase, SIGMAXYZ developed comprehensive contingency plans and established a robust transition structure—including clear escalation protocols for executive management—to ensure a secure and successful system launch.

As a result of this partnership, SuMiTB successfully met the November 2025 international standard deadline and completed its large-scale system migration as scheduled. Moving forward, SuMiTB is committed to further enhancing operational efficiency through its optimized architecture and reducing the development burden associated with annual Swift rule updates.
